The Atari 400 and 800 were announced in December 1978, though they didn’t actually start shipping until late in 1979. The primary difference between the two models was marketing; Atari marketed the 800 as a computer, and the 400 as a game machine or hybrid game console. The 800 included user-accessible expansion slots for RAM and ROM, two 8 KB ROM cartridge slots, RF and monitor output (including two pins for separate luma and chroma) and a full keyboard.
